Boy he went on a rampage!
My dictionary says "Peer"- equal, especially before the law.
It takes into account "of the same rank,, value, quality, ability, etc."

My belief is that word, "peer", espicially in law, means that each person's opinion on a jury has equal weight.  The value is equal, one not better than another.
I wish he's ranted on about what to do about his gripe.
