Census is the united states is only taken every ten years. So 1880, 1890, 1900, etc. Last one was in 2000.

The U.S. Federal Census is done every ten years. A city directory or similar listing showing names, addresses, occupations, and the like can be done every year, or as often as the publisher chooses to update existing information and issue a new one.

Doug, I'm wondering what this is then:

http://ccbit.cs.umass.edu/lizzie/images/documents/L0044F02.html

It includes 92 Second Street, and names Andrew Borden.

Looks like the voting rolls in May 1891.  The houses seem to be separated by ward number. Also no women who didn't get to vote until the 1920's.

May also be the tax rolls.

Just guessin'

On the web-site "Links" there is, on the left, what's called "The Fall River Project ".  This is where the UMASS-Amherst study project is located.
If one goes into the "Digital Archive" and looks for  "Late 19th Cent. History,"  then documents, you will come across the page that lists:

CENSUS 1880
Fall River Directory, 1892
Poll tax (1892) WARD 1B,  WARD 4 B
Fall River Tour Guide c.1888
Fall River Illustrated, 1891

I think your link is for the "Poll Tax" page, but cannot verify, as it showed an error by way of the door that I entered.
The other sites don't look like the link you gave, tho, so am assuming it IS the "Poll Tax of 1892".
The main page for these documents is:

http://ccbit.cs.umass.edu/lizzie/archive/fr119c/source/doc/mod3docs.html

JEESH, I can't get there from here!

Even Tho I couldn't "get in" I just checked the "code" at the address, and Fo1 = Ward 1B, 1892 &  Fo2 =Ward 4B, 1892

Here's the header for that info.  It is for the Poll taxes.

POLL TAX ASSESSMENTS (1892)

List of Persons Assessed for a Poll Tax on May 1, 1892 . Fall River, Mass.: City of Fall River, 1892. Courtesy of the Fall River Public Library.

* DIGITIZATION IN PROCESS *

These records were scanned and digitized from a complete original copy of Fall River's 1888 poll tax assessments. We have chosen to show each ward separately to ease navigation of the records. Each street is listed separately with house addresses and occupants following for each individual assesssed for poll taxes. NOTE: Females assessed for poll taxes are listed at the end of each ward listing, separately from the males assessed for the tax.
