I've been rummaging through the 1892 Fall River City Directory. They list in the front personnel in city departments, organizations, associations, etc.
The name Charles J. Holmes comes up a lot.
Ex officio of the Overseers of the Poor.
Chairman, Board of Civil Service Examiners
Board of Directors of the library. (BTW, the library had about 39,500 volumes.)
Treasurer and Trustee of the Fall River Hospital.
Director on the Fall River Board of Trade.
Justice of the Peace.
The listings show only the officers so he may have been a rank and file member of others. His listing in the home addresses part of the Directory shows:
Cashier, Second National Bank and Treasurer, Fall River Five Cents Savings Bank.
Busy man this Charles J. Holmes. People who join a lot of organizations generally have political ambitions.
Another "joiner" was Abraham G. Hart.

I know I ask perfection of a quite imperfect world
And fool enough to think that's what I'll find
