Embarassing mail delivery

Newspapers sometime use "filler" to pad out a column so that the column size fills an area on the page. I found this amusing one that appeared in the Dec. 1, 1895 New York Times :

The London Telegraph?
I could see why the London paper might want local filler but The New York Times picked it up?
Is that strange?
Did these papers have a common bond or rivalry do you know?
