It looks to me like some sort of dog. I've seen ugly dogs and this looks like an ugly dog. In fact it looks like a large Chinese Crested Hairless. They can be ugly! Gypsy Rose Lee raised that breed. It will be interesting to see what the DNA says.

I agree with 1bigsteve. My first thought was someone crossed a Mexican hairless witha pit bull, then abandoned into the wild (like so many dogs who had thoughtless, selfish owners).
If it's a very dry area (like Texas), the poor animal may be drinking blood from killed animal simply out of dehydration (no good water source). Survival evolution.
Personally, I think it's good that this woman gave up her Africa research when I saw the poor dog's head.

This seems like the right right place to mention that I'll be away all next week, in New Mexico! I'll be careful at night, and keep my goats tied up.

Didn't the woman also keep the head of her "chupacabra" in her freezer for a bit of time before releasing it to the media? I think I read that somewhere but am not 100 percent positive....if so, it sounds a tad bit suspicious to me.

I don't know if this woman kept the head of this creature in her freezer before releasing it to the media or not, but, she does keep it in her freezer now. I am assuming that she will keep it there until the DNA test results are in, which according to the link below is due. Quote from article: ...

The shirts started as a joke among family, but they’ve become a pop-culture commodity and have been shipped as far as Australia. “We have not been able to keep up with them.
