How come it took the cops so long to get to 92nd street?

I was watching the show on the Investigative channel, "Lizzie Borden took an Axe" and I have a question.

The show stated that it took the police 45 minutes too get the house.I was wondering why it took so long.

Was it because the police couldn't believe that this kind of crime happened and they couldn't believe the victims. Or was it because Bridget and lizzie were cleaning up the mess. You know, there was hardly no blood.

Or, was it because Lizzie and Bridget were so shook up that it took time to get themselves together to go get help?

The call at the police station was received at 11:15 from Cunningham, the newspaper dealer. Marshal Hilliard sent Officer Allen to the house. Allen estimated it took him 4 minutes to get to the house.

There simply was no 45 minute gap.
