I have been debating this for awhile and when I mention it to people it usually gets them thinking on it. It took me a while to decide.

I would choose neither one nor the other. Both aspire to be something they're not, too bad to be good, or too good to be bad, so fact is in diametric opposition to aspiration and both represent failure.

I considered the best of the worst, but although they are the BEST of the worse, they are still the WORST.

That is whay after much debate, I chose the worse of the best, because althought they are the WORST, of the best, they are still the BEST.

A simple logic I think.

If considered in linear fashion, it might be desirable to be the worst, depending upon the question at hand. For instance, candidacy as the culprit in a murder. In this instance, both represent mediocrity, each designation in respective categories being closest to the line separating their general categories of best and worst. Neither one has much to recommend it, one is only marginally more desirable than the other, depending upon the question.
